Who is the designer in Intelligent Design Theory? Many of the advocates say the designer could be anything or anybody. I won't get into what their motivations are or what other people speculate the motivations are. Though many ID defenders say theology is not involved, I believe it is.
I think Intelligent Design Theory can be understood and appreciated by someone who does not believe in God. But they still may feel they don't know who God is. However, if a person is a Christian, that person knows who the Designer is. There are creeds in most Christian churches that begin:
Nicene Creed
We believe in one God, the Father, the Almighty,
maker of heaven and earth,
of all that is seen and unseen.
Apostles’ Creed
We believe in God, the Father almighty,
creator of heaven and earth.
We believe in Jesus Christ,
his only Son, our Lord.
For the Christian, the Designer is the God of the Bible, the God of One Essence with Three Persons (Father, Jesus Christ the Son, and Holy Spirit). The first chapter of the Bible tells us that God created plants, animals and persons.
I've seen that some people think the label "Designer" is a step down for God from "Creator." They say all He has to do is think and something is Created. Well, His thoughts are way above our thoughts and I don't know how He thinks or creates. But at this point I'd like to think He has had some choices and decided which was the best. He has made persons able to walk, talk, and make our own creations. He has given humans brains to think about important things like religion and science.
